If that were true, the number of Espers escaping from the Bureau each year wouldn't exceed three digits. Of course, the Center wasn't such a merciful place. If only it were a place truly dedicated to suppressing Espers. While it was possible to use supernatural abilities within the prison, they couldn't exert influence beyond it.
